Job Description:

Hart International seeks a Security Management Unit (SMU) Manager for the Operations and Compliance Division within the Global Health and Supply Chain Offices at Kabul and Kandahar. The manager will be responsible for handling all aspects of security for all country offices connected to the Hart International by liaising with external clients and contractors and working closely with home and field office staff. We are looking for individuals who have a proven track record of versatility, leadership, and integrity to lead complex security operations and who have a passion for making the difference in people's lives all over the world. Responsibilities include:

  • Manage national accidents/incidents and emergencies in coordination with the Department of Global Security (GSSD);
  • Show knowledge of SMU technical safety practices, safety and security policy manual, QMS work instructions related to safety and security, field best practices manual and Hart online safety and security training
  • Carry out simple and comprehensive project security performance evaluations and periodically send revised findings to GSSD for corporate security performance metrics
  • Assist project management units (PMUs) and/or project teams and lead the recruiting, hiring and monitoring of project staff for safety and security, ensuring that chosen staff meet appropriate requirements
  • Track, evaluate and analyze regional security patterns through open-source reporting and liaison with field safety employees and share this information continuously with regional SVP, PMU administrators, project staff and GSSD
  • Work closely with the Director to ensure that the project and its employees implement correct health and security procedures in accordance with Hart policies
  • Assist the field safety department (as applicable) and immediately resolve the health / security enquiries and concerns of the field personnel
  • Conduct a security review of all projects in priority countries and provide technical safety guidance to all project team line members as defined during the review process
  • Ensure that travelers study the risk environment before traveling via the information security provider or perform safety briefings for identified high- or critical-risk areas
  • Maintain and develop technical knowledge in safety and security by attending training seminars, reviewing relevant journals, setting up personal networks and engaging in professional societies and networks of hard practice
  • Carry out short-term professional tasks for ongoing projects or new commercial activities
  • Provide support for the procurement, management and administration of new and ongoing projects and new business development requirements
  • Take leadership role in advancing Safety and Security internally and externally
  • Serve as acting Region office manager as necessary
  • Conduct safety and security risk assessments for the compound
  • Perform other duties and responsibilities as required

Job Requirements:

  • Bachelor's degree or comparable years of experience required
  • Minimum three years of experience in Security. A strong blend of financial, crisis and project management expertise is a plus
  • Familiarity with the City the candidate if applying
  • Demonstrate ability to implement security platforms for civil operations in conflict areas, including successful crisis management
  • Strong writing and interpersonal skills
  • Previous awareness and job experience with Non Governmental Organization or USAID preferred
  • Demonstrate capacity to handle and oversee departmental staff, various project teams and other initiatives
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in Dari and Pashto is essential
